My 3wk old kitten's head keeps wobbling and jerking and he can not walk, what could be causing this?

My daughter found a kitten all alone outside this morning crying. She brought him in & I'm guessing he maybe 3 to 4wk's old because he can not eat or use the restroom on his own. We've been bottle feeding it and messaging its private's to get it to urinate. He can't get around on his own or scratch hisself. His head keeps wobbling out of his control & jerking. We did find a tic on his neck when giving him a bath. There is no vet's open in our town, and I've never seen an animal act this way.
