What is the law pertaining to married couples' ownership of monies, property, etc?

In the state of Rhode Island, what law is correct pertaining to monies, property and chattels to married couples? Spouse is working and I am not. Spouse siezed household bank accounts and will not allow me any access to monies, has taken all the bills from the house and keeps them hidden. Sister-in-law has advised spouse that since spouse is working all the money belongs to spouse. I say everything is jointly owned. Please give me the correct answer, if you dont know for a fact, please don't guess.
